Indian Indirect Tax Administration remains committed to increased revenue collections despite consistent reduction in rates of taxes annually. Further there is persistent effort to make it taxpayer friendly though resolute in collection of Government revenue what is mandated by law. This requires a work force which is technically competent, administratively efficient and honest in dealing with assessees. Positive efforts and stimulus in a systemic and sustained manner to upgrade the capacity and capability of the work force are a prerequisite in this regard. It is in this spirit that the Directorate General of Housing and Welfare and Directorate of Organization & Personnel Management are being amalgamated for creation of the Directorate General of Human Resource Development. There is expected to be a paradigm shift in the development of Human Resources in the Customs and Central Excise Department with the emergence and establishment of this New Directorate. It is felt that it will lead to greater satisfaction for the growing aspirations of the department’s employees. On the one hand it will increase their skills and enhance core competencies, at the same time it will lead to rendering of services to the taxpaying community in a more efficient manner. I wish the New Directorate and officers and staff manning it the very best in their endeavor. I am sure the efforts of Directorate General will lead to meeting the expectations of all the cadres of officers and staff under CBEC and equips them to render qualitatively improved services to all concerned.
