Directorate General of Human Resource Development
Customs & Central Excise,
New Delhi.

MESSAGE

The Directorate General of Human Resources Development was set up w.e.f. 1.12.2008 by merging the erstwhile Directorate General of Housing & Welfare and Directorate of Organization & Personnel Management. The newly created DGHRD was given a wide charter of functions including some of the functions earlier handled by its erstwhile components.

Even in the short span of one year; the Directorate has been able to fulfill many milestones such as giving policy inputs to the Board on various aspects relating to recruitment rules, cadre management and cadre restructuring. Large number of housing/infrastructure proposals has been processed by this Directorate, thus, increasing the pace of infrastructural development in the department. On Welfare front also significant progress has been achieved. The Directorate has also been able to provide reliable data to Board for purposes of promotions as well as placement/transfers of Group ‘A’ Officers. The Directorate was able to bring out first bilingual Civil List incorporating educational qualification of all Group ‘A’ Officers. It is also acting as a nodal agency for online survey on State of Civil Services, commissioned by DAPRG.

We are fully committed to ensure Directorate General of Human Resource Development emerges as a key driver for achieving excellence in Human Resource Management and infrastructure related objectives of the CBEC. We are launching our website to serve as portal for dissemination of information and interaction with field offices.

I convey my best wishes to Officers/staff of DGHRD while inaugurating this website and hope that this website will enable us to reach out to all stake holders within and outside the department.

(Sandhya Baliga)
Director General
